What should the referee rule?

Stroke Shabana. His swing is not excessive here (is it ever?) and he has Lincou behind him. Lincou takes most direct route to the 'T' rather than one that would keep him out of Shabana's swing arc.

Stroke to Shabana though I'd probably be a gentleman and offer to play a let. Hitting a guy in the face AND getting rewarded for it with a stroke isn't a very pleasant thing, especially if your victim is as nice as Lincou. I saw Gaultier offer a let after he hit a guy in the back with a ball once and it was the right thing to do.

Unless Shabana's ball is down, then Shabana doesn't need a stroke, he has won the rally.

No let if Lincou asks.

If I remember rightly, I think it was the 2007 BO final between Lincou and Gaultier. Hitting your opponent, however unintentional, is one of the worst feelings anyone can experience on the court.

Exactly right.... The ref need not interfere at all unless Lincou asks. And then it's a No Let - even if he didn't hit him.
